Have you ever been to a public toilet paper? Well, people in Nottingham, England, had the same problem with their city's public toilets. When police were called to investigate, they found the reason behind the mystery. They cought a woman who had been stealing 10 toilet rolls a day from the city's public toilets! Now that's crazy.
